Tony goes to the woman's bathroom to meet with Ziva. She says although she is attracted to Dunham, she wants to settle down.

Abby tels McGee that the bullets that Kai used were different than the ones they found in Los Angeles. She suspects that Kai used the smaller caliber on the doctor to inflict the maximum amount of pain. Abby tells McGee that she is happy that he found someone.

Gibbs shares his theory about Kai looking to kill Pak. Vance asks what Kai really wants. Ziva tells Vance to turn on the TV. They see a report of a sniper attack on Pak. The reporter states Pak was wounded and on his way to the hospital. They wonder if Pak is off her game. They wonder who Kai is working for now. Vance informs the team there is a message from the State Department. They learn the North Koreans have disavowed Kai and she is acting on her own.

Tony wonders if Kai is teasing Vance. He asks the team if they think Kai is trying to impress Vance. They see Amanda enter the office. Tony admits he called security and allowed her to come up. McGee introduces Amanda to the team. Tony suggests he give Amanda a tour of the office. McGee and Amanda get on a elevator where they kiss. Amanda asks McGee to meet her the next day for coffee.

In Vance's car, he notices an envelope. He sees a picture of Kai with a gun when she was young with the words, 'Why?' written on it. Vance gets a call and learns Pak passed away.

At the lab, Abby tells Gibbs she found both Cirreux and Pak had hand, foot and mouth disease contracted late in life. She says Pak died from a poison. She explains all the bullets found in the victim were laced with a drug called atropa belladonna. Abby says she thinks Pak had a back up plan if the bullets didn't kill her targets.

In the morning, McGee tells Amanda something didn't seem right last night. He asks her how she knew where he worked. Amanda asks where Kai is as she pulls out a gun. Amanda is shot in the chest. McGee looks up and sees Kai with a scoped handgun just before she disappears.

Back at the office, the team learns that Amanda was really Juliet Tippon who was hired by the North Koreans to find Kai. They wonder why Kai saved McGee's life. Gibbs orders McGee to connect Pak to Cirreux. Tony says both victims didn't have kids and they both had hand, foot and mouth disease. Gibbs has Abby load up the old photos of Kai when she was being trained to be an assassin. They notice that Pak and Cirreux were both at the training camp. Vance figures Kai is murdering the people who turned her into a killer.

Ducky explains that Cirreux made the girls into killers. He suspects since Kai never had any real relationships, she formed a strange one with Vance. Ducky compares Vance's hunt for Kai as a kind of courtship. Ducky figures that Vance has been Kai's partner the whole time. Vance returns home and finds Jackie is being held at gunpoint. He sees the agents who were watching them are down. Kai appears and admits she waited for his kids to leave then tranquilized the agents. Vance says he knows what the doctor and Pak did to her. Kai pushes Jackie aside and tells Vance she is counting on him to finish her. Vance tells Kai he can help her. Kai says he already has helped her by hunting her. Jackie grabs a gun and shoots Kai in the back. The NCIS team arrives and takes Kai's body away.
