As a group of soldiers go on a run through the woods, they notice an abandoned car. Upon closer inspection, they find keys in the ignition and several needles in the back seat. Around a bush, they find a dead body.

At the office, Tony steals a CD from McGee's desk and plays it on his computer. He explains to Ziva that they are self-help CDs called Download Your Destiny that McGee ordered. Tony giggles as they play an audio of a talking man. Gibbs tells the team they have a case about a man who was shot. At a cafe, McGee gets a large order of coffee and pastries. A woman named Amanda offers to help and introduces herself. After McGee gets a call, McGee asks Amanda to grab his phone which is in his pocket. He asks her if she would like to meet with him later and she leaves her number on his phone.

The team learns the victim was Doctor Elan Cirreux. They see Elan practiced in D.C. and Paris. Tony tells McGee he knows he met someone and asks what her name was. Ziva reports she found surgical thread at the scene and wonders why Elan operated outside of the hospital. Vance arrives and says he thinks the person who was operated on didn't want to be noticed. Ducky reports the doctor was shot twice and died painfully. Vance informs the team he thinks the killer is Lee Wuan Kai who was wounded in Los Angeles. He figures Kai carjacked Cirreux and forced him to operate on her before she killed him. Vance says in some ways he knows Kai better than he knows himself. Vance orders the team to find Kai and use deadly force.
