Gibbs meets with Summer in the interrogation room and tells her that he knows she lied. He asks her who broke it off and she says that she did after she found out that Arnet was seeing other women. The team watches and wonder what kind of tactic Gibbs is going to use. Gibbs says that he is working with the Metro police and figures that she is his Pentagon source for insider information. Summer starts to cry and says that he swore that no one would find out. She says that she went to Matt Burns after Arnet broke up with her. Summer admits that Arnet brought her champagne to celebrate his earnings from Wall Street. She figured that he used her to get inside information. The team figures that their first conclusion that Arnet's death was an accident was incorrect.

Ducky tells Gibbs that he reexamined Arnet's autopsy. He says that Arnet's death was due to a car accident. Ducky gets a call from a friend who tells him that the Metro police has ruled Matt's death as a homicide. Ducky says that he is going to do toxicology tests which takes time. He says at the time of Arnet's death, his family wanted to speed up the process so they could bury him.

Tony meets with a SEC investigator, Benjamin Franklin. He says that they found no evidence of insider trading. He says that a man named Will Sutton, an owner of a sandwich shop, made a lot of money from a defense contracting company. He says that they can't find a connection with Sutton and insider trader.

Sportelli arrives at Abby's lab and asks for all of their evidence relating to Arnet's death. Sportelli says that he has a court order. Gibbs tells Abby to hand over the evidence.

Tony visits Sutton and asks him if he met Arnet. He says no. Tony looks at the pastrami that Sutton is cutting and orders a sandwich. Sutton says that he is still in the shop because the SEC has frozen his funds. Back at headquarters, McGee tells Tony that he can't find connections between Arnet and Sutton. McGee asks Tony if he can have a bite of his sandwich, but Tony shoves the rest of it into his mouth.

Ducky and Abby open Arnet's coffin and find that his body was replaced by weights. The team wonders who would want to steal Arnet's body. Ducky says that he released the body to a funeral home.

Later, agent Grady asks Ziva where McGee is. She tells her that he missed his polygraph meeting.

Tony and McGee go to the funeral home. The director says that even though their mortician did a great job on Arnet, the family decided to have a closed casket. Tony asks if there is a security system. McGee gets a text from Ziva who informs him that he missed his polygraph appointment. Tony asks McGee to hop in the casket so they can take a photo and send to the polygraph division so they would think he was dead. The director comes back and says that she got a security alarm alert the day of Arnet's funeral. The team figures that it was enough time to steal the body.

Abby looks at the weights and tells Ducky that they were cleaned before they were placed in the casket. The team wonders if Matt stole Arnet's body in order to perpetuate the idea of a cover up. McGee says that he wants to examine Matt's car. Tony and McGee go to the Metro car impound yard and spot Matt's car. They see a camera which McGee covers up using a mayo pellet launched from a paint ball gun. McGee worries about dogs, but Tony assures him because of budget cuts, they probably don't have any. They climb the fence and break into Matt's car. Tony scares McGee by playing the sound of dogs barking on his phone. McGee downloads the GPS history just before real dogs chase after them. They run and evade the dogs by running on top of cars. A police offer catches them just before they climb over the fence. Tony and McGee are arrested.

Back at the lab, Abby tells Gibbs that Matt was parked in front of the mortuary the day of Arnet's funeral. Tony and McGee return to work. Meanwhile, Ziva looks around and sees that she is alone. She starts to compose a letter to her father, but stops when Abby arrives. She tells her that they used Matt's GPS record and found where he buried Arnet's body. Abby asks her to go out to celebrate, but Ziva says that she has something to do first. After Abby leaves, she resumes her letter.

McGee goes to polygraph room and is strapped to the machine. Agent Grady says that she came in early for him. She says that she takes a train and rides with the same people. She gets close and causes his blood pressure to rise. She proceeds to ask him questions about his record. She asks if he is in a committed relationship and he says no. McGee thinks about the case and asks Grady to reschedule their appointment.

McGee asks Abby if Arnet had a rail pass and she says yes. They learn that Arnet and Sutter rode the same train together to work. They figure that Arnet and Sutter met and became friends on the train. Tony and McGee meet with Sutter and ask him about Hitchcock's Strangers on a Train. They tell him that they know he worked with Arnet to split the insider trading earnings. They figure that after Arnet died, Sutter suspected that Matt had evidence to link him to the insider trading. The agents suspect that Sutter set Matt up to meet him to provide him with information, but instead, killed him.

Later, Sportelli is called in to headquarters to take Sutter to jail. Gibbs tells McGee that he made an impression with Agent Grady. Ziva hands Gibbs a paper and asks him to sign it so she can be a full time NCIS agent. Gibbs says that she has to resign from the Mossad. She says that she already did. Gibbs is about to sign the recommendation, but takes a moment to think about it.
