McGee reports that the car belonged to a Marine named Roman Vega who just got back from a tour in Iraq. They find that explosives were in the trunk of the car they suspect was accidentally detonated. Ducky reports they are missing body parts. McGee gives them a bag that contains a head, which upsets Ducky. McGee tries to call a tow truck, but sees that the signal drops when the phone is close to the car. McGee uses a geiger counter and finds high levels of radiation near the vehicle.

Abby arrives in a hazmat suit and tells the team that they only found trace amounts of radioactive materials that could be used as a dirty bomb. At the office, although they try to prevent the news from hitting the press, the media broadcasts a story.

Vance introduces Gibbs to Walter Kane who works in a private investigation company. Walter says he has been tracking down a group called Libertad Nueva. He shares his suspicions that the group is planning an attack. He says the connection between Roman and the group are slim, but he thinks that it is there.

The team assembles at a hotel to meet with Alphonso. After they kick down the door, they see a group of armed men. Hart, the lawyer who was involved in the jet pack case earlier in the year, arrives and tells Gibbs that Alphonso is her client. Hart tells Gibbs that Roman contacted him a few weeks ago. She says after Roman died, Alphonso went to her to seek protection provided by Colonel Bell's men.
