At the office, Hanna says he likes the new setup. As they walk to the briefing room, Hanna says that there is no forensic evidence. Vance informs the team that he is going to send their best forensic investigator to their office. He explains he had to send this person since he was ganged up on. They hear Abby who is impressed at their equipment.

Abby tells the team that she calls the killer the Phantom. Hetty tells Abby that she is the first agent she met who has a sense of style. Abby reports that the Phantom committed 14 murders in two years. Abby shows them her private blog which has a list of murders. She explains cases without forensic evidence is rare. Kensi doubts that the method of killing is the same person, but Abby says the Phantom tries to use random methods on purpose.

Callen asks Hetty why he had Vance send Abby to them. He says he is a little fuzzy in the command chain. Hetty explains since they this is forensic heavy case, she procured the best scientist for them. He tells her to work as if it was business as usual.

After they are made, the man runs and tosses a woman riding a roller blade into them. The man hijacks a motorcycle, speeds towards them, but is knocked off his ride.
