A man cautiously walks around the beach. He enters an aquarium while looking over his shoulder. He tries to hide, but a man wraps a piano wire around his neck and kills him.

Hanna shows Callen an operation report which impresses him. Callen asks him if his mom helped him. Mike Renko appears and informs the team he is looking into a weapons case involving an anti-immigration militia group called Enhancing Law Enforcement. He says he staying with a 'friend' instead of staying with Callen. Eric announces that Hetty wants to see them all. They go to the briefing room and hear Hetty on the speaker phone. Eric explains Hetty is in Washington D.C. While Eric plays a tape showing the man getting choked, Hetty explains the man is a Marine Reservist named Edward MacKaye who worked at an armory in Camp Pendleton. Renko informs the team that MacKaye was his informant in his weapon case. He explains there are six Dragon anti-tank missles that disappeared. He says the primary suspect is named Scott Riley. He says they approached MacKaye who worked with Riley. Renko says they know ELE was moving weapons across the border. Renko reports that Riley has contacted the ELE's leaders Malcolm Tallridge and John Bordinay. Eric plays a tape which shows Bordinay chase immigrants across the desert until they died of thirst.

Hetty meets with Vance at D.C. He explains they will be discussing funding for their teams.

Kensi, Callen and Hanna walk towards the aquarium. The team suspects a missle was put into a sail bag. At the office, they figure Riley moved a sailbag in and out of the base in order to smuggle out the missles. While Kensi examines Riley's bag on his car, Riley appears and puts a piano chord around Kensi's neck. Kensi is able to fight back and gets help from Renko. Kensi says she didn't need any assistance.

The team brings Riley back to the safe house. Riley says he thought she was stealing his sail. Kensi asks him the Dragon missles. Nate is worried about Kensi being alone with Riley, but Renko says Kensi is meaner than him. Nate figures Riley's methodical method of moving the Dragon missles off the base is inconsistent with impulsive murder of Mackaye. Kensi tells the team that Riley is stonewalling her. She says the chord that Riley had is different than the one that killed Mackaye. They figure Riley is afraid of someone.

Kensi drives Riley to the base and hands him over to the MPs. Callen poses as another prisoner while Hanna poses as a guard. Callen demands Hanna to let him take a shower while they are driven to the prison. After Callen tells a joke, Nate explains to Eric that Callen is trying to form a bond.

Hetty calls Eric and asks how everything is going. Eric informs her that Callen is undercover. Dom sees that Riley looked up hundreds of addresses on his laptop. Hetty says she is upset about the operation. Hetty says she is worried Callen is going to get killed and orders them to shut it down, but Eric says it is too late. Dom finds that Riley looked up immigration processing centers. They wonder if they were targets. Callen makes fun of Hanna's role as a MP. A truck runs the van off the road. After the doors open, two men shoot Hanna. After a man frees Callen, Hanna regains consciousness and shoots the men. After Callen exits the vehicle, Riley begs to be freed. He explains he has a friend who is connected. After Callen agrees to free him, they drive off. Kensi and Renko arrive and inform them their act is over. Kensi reports the GPS on the truck is active.

Riley directs Callen to a gated area. A man with a rifle shoots Callen's mirror. Riley calls out to the sniper, Jay, to hold his fire. After Riley takes Callen's gun, he tells Jay not to point his gun at him. Jay jumps in the back seat as Riley takes over driving.

At the base, Eric explains to Nate that Hetty worked with a man who was killed while infiltrating a militia group. He informs him Hetty personally recruited Sullivan into NCIS. They see that the characteristics of Sullivan is similar to Callen's.
