The police chase after a blue Tahoe through the highway. They corner the vehicle, draw their weapons and order the passengers to get out. The driver pulls out an Uzi and starts to shoot at the officers. The police open fire and take out the gunmen. After the battle, they open the back seat and find the body of a Navy officer.
Later, G Callen wakes up and has a flashback of when he was shot. Sam Hanna meets with Callen and asks him if he is ready to come back to work. Hanna takes his stuff and brings him to the new OSP office, which is an abandoned water plant administration building. They enter the building and see that it is packed with agents. Hetty, the operational manager, is surprised that G is back so soon. She tells him that he needs to update his biometric profile. Kensi welcomes Callen back. While walking to the briefing room, Callen meets Dominic, the teams newest member.
The team receives a briefing from Vance. He tells Callen that the case regarding the people who shot him is still pending. Vance says that their next case involves investigating the death of a Navy intelligence officer named Frank McGuire. He says McGuire was kidnapped by Mexican cartel members then killed during in a gun battle when the police cornered them. He says that the the US and Mexican government is going to launch a raid on the Mexican drug cartels in less than twelve hours. The team watches the video of the shootout and see one of the kidnappers make sure that McGuire was killed by shooting into the SUV.
Hanna drives Callen to McGuire's apartment. Hanna says he will pose as a real estate agent while Callen poses as a potential buyer. They break into McGuire's apartment and hear a caller access his answering machine and erase all of the messages. They call Eric, the technician, at headquarters and ask him to get into McGuire's phone logs.
Back at the apartment, they find a picture of McGuire celebrating Fleet Week with a young girl. They find a birthday card from McGuire's niece, Emma. They take his laptop then leave. Callen sees a group of gardeners, tells them he is interested in moving in and asks them if the area is safe. Callen says that he heard a Navy officer that lived in the apartment was recently killed. The gardener says that McGuire had friends pick him up in a Blue Tahoe every day that week. Hanna sees a towncar waiting outside and chases after it. The towncar driver quickly throws his car in reverse, spins around and speeds away.
Callen and Hanna return to headquarters. They figure that the people who picked up McGuire put a bag over his head in order to prevent him from seeing where they were going. Dominic says that the only family that McGuire had was a sister who has a daughter named Emma. Kinsi volunteers Nate, the psychologist, and herself to tell her the bad news about her brother. They see that McGuire has been receiving a lot of calls lately from Bobby J, a friend of his who owns a private security company. Callen and Hanna visit Bobby J and he admits that he was in the towncar in front of McGuire's apartment. Bobby J says that he knows nothing about McGuire's kidnapping. Hanna sees Bobby loading boxes of weapons and asks him if he is planning a hunting party. Bobby J says that they are done talking.
