Ben and a group of friends celebrate the new year at a club. They meet with a man who they take to the kitchen and beat. 11 months later, Mark one of the men who beat the man asks U.S. Attorney Garret Denning if he can make a deal in exchange for his testimony against a mob boss named Elliot Green. He requests that his mistress Kimmi be put in the protection program, but the Garret tell him they can't. Mark agrees to be placed in the program without his mistress. After they arrive in the safe house, Mark is shot and killed by a sniper.

At the Institute, Cal tells Ben and Gillian what happened. Cal explains that Ben worked undercover for two years to take down Green, a New York mobster. Ben says Mark was the lead witness in the government's case. Cal says they are going to put Ben in protective custody. Garret arrives at the building and is shown that Ben is in the interrogation room. Cal explains that Ben will stay in the bulletproof room as his hostage until his demands are met.

Garret demands they release Cal immediately. Cal asks to speak to the U.S. Marshals before he hands Ben over. Gillian and Cal question the men. Cal brings in Garret and informs the Marshals it is his job to put the person who gave up Mark in jail. Cal notices that one of the Marshals is nervous and tells the other two to leave the room. They ask the Marshal if Green had something on him. The Marshal explains that he didn't like Mark, but didn't want him dead. Cal instructs Ria to keep an eye on the Marshal and they believe him. After Cal asks Garret about the case, Gillian suspects that Garret is hiding something. Cal asks to speak to Green in order to get the truth.
