The detectives return to Ramona's house. They tell Terri they are looking for anything to connect Ramona to her killer. Olivia suggests to Terri she should stay with a friend for awhile. Elliot finds a safe deposit key hidden behind a dresser. They go to a bank, open the box and find a one way plane ticket to Mexico City.
The bank worker says the other owner of the box is named Juan Pablo. Elliot explains the name is the Mexican version of John Doe. An investigator finds multiple fingerprints on the box. Olivia discovers writing on the ticket stating there is a Mexican flight arriving in JFK.
The detectives head to the airport. Elliot waits at the baggage claim area and sees several boxes on the belt. Olivia tells him the boxes are supposed to contain children's toys. Elliot sees a Hispanic male take the boxes. Cragen calls the detectives and tells them they linked the fingerprints from the bank to a man named Manuel Rojas, who works for the drug cartel. Munch texts the image of the man to Elliot. After the packages are loaded into a van and is driven away, Elliot spots Manuel at the terminal.
Manuel realizes Olivia is a cop, grabs her and tells her his cell phone is actually a gun. He orders her to come with him. Elliot radios for help. Manuel takes Olivia's gun and exits the airport. Manuel sees a police officer and shoots him in the chest with his phone gun. The officer tells Elliot the man shot him in his vest. Elliot confronts Manuel, but he puts the gun to Olivia's head. Several other officers arrive and surround Manuel. He orders Elliot to bring him a car and his drug shipment. Olivia asks Manuel if he killed Ramona, but he is shocked at the news. Manuel is shot in the head. After Elliot checks Olivia for any wounds, he sees that Porter was the one who pulled the trigger.
Porter shows the detectives the phone gun. He explains they are produced in Yugoslavia. Olivia wonders how she was recognized as a cop. At the station, Porter explains he suspects Carlos and Ramona got greedy and stole a teddy bear full of drugs. Porter says he thinks the cartel found out then killed them. Cragen tells Porter the case is no longer their responsibility.
After Olivia and Elliot work late to turn in their report, Warner says she found DNA of a third person on the truck, who turns out to be a female. Olivia wonders if Terri was the one who killed them. Olivia starts to call Porter to inform him about their lead, but Elliot stops her.
They go to Terri's apartment and meet with her landlord. A television installer arrives and says he is there to remove some equipment. The installer looks suspicious and Elliot follows him to his van. He confronts him and realizes the man is the same person who installed the new phones at the station.
Later, the police discover their offices were bugged. Munch calls and says they also found surveillance equipment at Terri's house. Elliot learns that the installer is named Michael Garcia who worked for the police and the tech support unit. They bring Michael to the interrogation room. Porter tells him he will receive five years for every bug found in the office. They try to make him a deal, but he passes.
Elliot and Porter debate over who the case belongs to. Porter tells them their station was compromised. Cragen hands over custody of Michael to Porter.
Elliot says he doesn't trust Porter. They go to Terri's house and spot her cross the street to make a phone call. They follow her while she takes a cab to a distant grocery store. Olivia watches her inside the building. She notices Terri switch carts with a Hispanic man. Olivia confronts Terri, but she runs out the back. Olivia searches the man's cart and finds a paper bag with a breast implant inside. She arrests him for Ramona's murder. As they bring him out the car, Porters watches them from his car.
The man is taken to the station. He insists he accidentally took the woman's cart. Olivia tells him she suspects it was on purpose. Elliot informs Cragen they don't have any ID on the man. Morales the technician tells Elliot he found the surveillance audio was sent to a disposable phone. He also found a SIM card in the breast implant that contained a code in the card. On the card, the detectives discover a list of names and addresses of federal agents.
Porter arrives and tells the detectives they should back off the case. He gives them a warrant to take all the evidence they found. Morales hands over the SIM card. After Porter leaves, Morales tells the detectives he found the serial numbers on the wire taps were sanded off, which is standard procedure for the FBI. They suspect Porter was the one who bugged them. They also figure Michael worked for Porter.
Elliot and Olivia wonder why Terri wanted to deliver the SIM card to the man in the grocery store. Cragen informs the detectives they released the man because of diplomatic immunity. Cragen says they found that Terri worked for the CIA. Munch says he believes Terri was spying for Cuba. Cragen tells the detectives that Terri and Ramona went to the same high school. They figure that Porter knows where Terri is.
After Olivia invites Porter to come to her apartment, he arrives with flowers. Olivia offers to cook dinner for him. Meanwhile in the other room, Morales hacks into Porter's phone using the bluetooth signal. Olivia thanks Porter for saving her life and gives him a kiss. After Morales downloads all of Porter's information, Elliot instructs Cragen to call Olivia. She picks up the phone and is told by Cragen that they found Terri. Olivia lies to Porter and says she needs to go to investigate a rape case. After Porter leaves, the detectives see that Porter heard Cragen then called Terri to warn her. Morales says he traced the call's destination.
Elliot and Olivia break down Terri's hotel door and arrest her for the murder of Carlos and Ramona. At the station they tell her they know she was going to deliver the agents names on the SIM card to the Cuban government. Terri explains that she paid Ramona to smuggle the information to the Cuban resistance so they can make contact. Elliot asks how the murder happened. Terri explains Ramona tried to blackmail her for more money, so she had to kill her or the U.S. intelligence network would collapse endangering many agents.
Terri says Ramona was her cousin, but she changed after she got involved with drugs. Elliot asks who the man from the grocery store was. She says the man is a Cuban double agent. Terri confesses Porter knew everything and had her set up the rape scene.
Porter arrives and orders Terri to shut up. Olivia tries to arrest him for accessory to murder, but Cragen says they just got and order to let them go. Terri apologizes before she leaves. Porter admits he helped cover up the murders for national security. Olivia tells Porter she trusted him and is upset he didn't tell her the truth. Porter says their feelings don't matter in this case then leaves.
