Fin tries to convince Cragen to take the case. Miller walks in reports that there is another girl named Magda who was killed the same way. Miller tells Elliot that the perp is clean and only leaves the chain marks. Cragen tells Fin that the case is his, but he shouldn't inform the press.

Fin meets with the store owner who says he didn't notice anyone watching her. Munch and Finch canvas the neighborhood to see if anyone has seen Ruby.

Later, Fin and Munch return to the station and tell Elliot that no one knows anything. Olivia asks Fin if he would like to go out with Nicole Gleason, who is a reporter. Fin goes to the bar and tells Nicole about his cases. The next day, Fin gets the paper and is told by Cragen he disobeyed a direct order. Cragen tells him that his move gave him a lead on the case. Fin meets with a man who is trying to give a little girl some candy. As the man is arrested, he explains he doesn't want to leave his bike. Fin wonders if the kids were killed with the bike chain. Fin brings the man to the station and ask him if he strangled Magda and Ruby. Cragen walks in and says they found another body.

Miller says the victim is Scotty Wu who was also killed with a chain. Because the boy died while he was in custody, Fin figures the man in the station is not the killer. Fin informs Scotty's parents about his death. They wonder if their snakehead killed him. Fin wonders if the man is the person who brought them in the country is the person who committed the murders. They tell Fin he should contact Keiko from the Center for Immigrant Services. Keiko tells Munch and Fin that she paid the snakehead herself. She says all victims were CIS clients. The detectives wonder if the perp had something against immigrants. Keiko says they get a lot of hate mail. She gives the detectives a pile of letters. Keiko plays a tape of Gordon Garrison as he debates a lawyer named Randall Carver about immigration. Gordon says the immigrants don't believe in the American way. Randall says the police don't take the deaths of the immigrants seriously. Randall asks the public to rally in front of the station.

Later, Randall leads a protest while another group call the immigrants dirty. Fin confronts Randall and pushes him away. Later, Cragen and the chief tell Fin his push was captured on camera. Fin apologizes for losing his cool. Fin goes to Randall's office and sees there is a man who is wrecking the office. After the man defends Gordon, Fin arrests him. Randall tells Fin that he is not going to press charges against Mr. Thagard. The press arrive and ask Randall what is going on. Randall says the police is doing the right thing.
