In Philadelphia, police investigations, that seemingly are at a dead end, reopen by the emergence of fresh evidence. Lily Rush is the lead detective investigating these cold cases. Witnesses are questioned and they retell the events of the crime that happened in the distant past. The Cold Case team piece the clues together and finally bring justice to a victim long forgotten.
